The Montgomery County Planning Department located in downtown Silver Spring, Maryland is looking for an experienced Programmer Analyst III to join the Information Technology & Innovation (ITI) Division. The ITI Division provides support in information technology, information systems, and geographic information systems to the Montgomery Parks and Montgomery Planning Departments. The Programmer Analyst III will be responsible for programmatic maintenance of IS/GIS systems, development of IS/GIS systems, daily systems operation and maintenance, and effective use of management plans and project plans. The main job functions of this position are to manage and code web projects in a .NET and HTML5 environment and to manage and code Oracle enterprise databases integrated with regulatory systems. This position performs professional programming and analysis work at the advanced level. Examples of Important Duties Develops Oracle SQL routines that integrate agency regulatory systems with the agency GIS architecture. Maintains code for the operation of the Agency regulatory system. Makes and maintains Hansen back office changes in support of ProjectDox workflows. Project management and reporting on web development projects in support of the divisions customers. Develops new code solutions for workflow improvement in .NET, HTML5, Python and SQL. Develops and updates code for integrating outside agency data such as DPS permitting, DPS inspection updates, condo point maintenance routines, and SDAT data integration. Provides user support for existing divisional applications. Supports pipeline automation routines. This includes regularly running the code, updating the code and if necessary correcting data error. Oversees the workflow for maintaining CAD data exports in support of the architectural community. Meets with internal/external customers and IS/GIS team members to determine and document project requirements, features, and levels of effort, and provides recommendations and alternative solutions. Designs, writes, tests, and documents application program code. Provides database administration, maintains, and backs up various systems like GIS, Hansen, ProjectDox, and Imageware. Performs daily verification of department web applications and systems such as GIS database reconcilers, MCATLAS, DAIC, PlanStatus, Hansen, and ProjectDox. Provide advanced notice to division chief of upcoming upgrades, system changes, and service interruptions. Establishes and maintains email broadcast list to announce system failures, updates, causes, and expected resolution timeframe. Prepares quality documentation for upper management as needed to identify potential system problem that will affect capital outlays and or operation contingencies. Provide planning and scheduling of back-ups, upgrades, and other maintenance operations that ensure minimal impact on agency operations and verifies their daily execution. Writes and updates a project plan for each project, and writes and maintains a management plan for each area of responsibility. Briefs supervisor on project and management plans, and presents plans at team meetings. Minimum Qualifications Bachelor;s degree in computer science or related field; Four years of experience in applications support and development; a master;s degree in computer science or closely related field can be substituted for two years of experience. An equivalent combination of education and experience. Special Requirements: Programming experience and expertise in Oracle enterprise databases, .NET, and HTML5. Has technical experience in ArcGIS and other ESRI products and services. Keeps supervisor updated on the status of projects verbally and in writing. Has experience using database SQL and PLSQL. Provides exceptional customer service to internal and external customers. Works and problem solves independently yet also works well with team members. Writes and updates project and management plans. Physical Requirements: Work is performed in an office setting, with most days spent sitting at a PC or in a meeting.
