Description of Duties/Essential Functions Benefits Supplemental Questions Under general direction, serves as a senior-level technical specialist providing analytical, procedural, and highly technical assistance to improve processing efficiency and resolve taxpayer account problems associated with the numerous tax laws administered by the Agency; initiates and responds to processing related correspondence with Illinois and out-of-state individual,corporate, fiduciary, excise, and sales tax taxpayers, their representatives, and other employees with responses to highly technical and complex tax issues; recommends approval or denial of claims for credit, refund, or hardship refund; approves or denies "reasonable cause" requests; forwards appropriate "protest" requests; releases appropriate "flagged" or suspended transactions; processes tax returns, supporting documents, and other tax-related transactions; analyzes various tax filings, supporting documents, and other documentation to determine compliance with statutes and department policies; resolves highly technical taxpayer discrepancies, deficiencies, and processing errors; adjusts tax accounts to reflect Board of Appeals or Hearings' case disposition; performs in-depth technical research and analysis on the most complex or sensitive tax issues; develops,reviews and revises operating procedures and manuals; provides surety bond regulatory information and resolves surety bond issues; understands the tax laws, rules, regulations, policies, procedures, research methods, and communication techniques necessary to perform the tasks assigned; understands specialized computer applications, the department's Internet and Intranet website operations, and other electronic research and electronic commerce functions used in tax administration: assists in the highly technical tasks required to implement or integrate electronic filing and electronic funds transfer/withdrawal (payment) functions into Bureau operations; maintains a variety of production statistics and inventory records; maintains quality review and production performance measurement records; develops quality review procedures and programs; develops and conducts training programs and provides on-the-job training relating to technical tax issues, processing procedures, electronic registration, electronic filing, electronic payment programs, statute changes, system functional designs, and system logic changes; advises management of specific processing or procedural problems encountered; monitors pending legislation and develops impact statements; coordinates activities with other work areas; participates in or serves as a team leader in the design, development, testing and implementation of new or revised tax processing systems or computer systems and coordinates work with other areas; represents the department in tax outreach programs and seminars; will be assigned throughout the Bureau to assist in processing duties associated with numerous taxes administered by the department. Minimum Requirements:Requires a Bachelors degree and seven years supportive tax related experience, including completion of the Revenue Tax Specialist Trainee Program and three years as a Revenue Tax Specialist II; or requires 15 years supportive tax related experience, including completion of the Revenue Tax Specialist Trainee Program and three years as a Revenue Tax Specialist II. Requires extensive knowledge of current Illinois and federal tax laws, rules, regulations and out-of-state tax filing requirements. Requires extensive knowledge of tax terminology, tax forms and related documents utilized in the processing of tax returns and supporting documents. Requires extensive knowledge of the tools, methods and procedures utilized to conduct research and analysis on tax returns, supporting documents and tax accounts. Requires extensive knowledge of tax accounting theory, principles and practices. Requires extensive knowledge of the computer systems utilized to process the various tax transactions and tax related information. Requires extensive knowledge of the methods and procedures utilized in compiling reports and statistical information. Requires extensive knowledge of specialized computer applications, the department's Internet and Intranet website operations, other electronic research and electronic commerce functions used in tax administration. Requires extensive knowledge of methods, procedures and techniques utilized in developing and implementing training programs for designated staff. Requires ability to compose correspondence to taxpayers, their representatives and others in a clear and concise manner. Requires ability to detect computational, legal or technical errors during the process of analyzing tax returns and supporting documentation. Requires ability to initiate corrective/adjustment action, within broad general guidelines, in cases involving delinquencies, deficiencies and other irregularities. Requires ability to gain and maintain satisfactory working relationships with the public and other employees. Requires ability to converse & communicate clearly with persons, at all organizational levels, inside and outside the Department. Requires ability to travel to district offices, out-of-town meetings, taxpayer locations, seminars or legal proceedings. Requires physical ability to perform tasks. Requires the ability to lift and carry up to 25 pounds.
