Pay Grade: 59 Pay Range: $18.77 - $26.28 per hour DOE/Q New employees start at beginning level of pay range. FLSA Status: Non-Exempt (eligible for overtime) Deadline to Apply: 10-9-20 POSITION SUMMARY: City of Prescott Department of Public Works is seeking a knowledgeable and professional candidate to support the City's Cross-Connection Control Program in the Utilities Division of the Public Works Department. Under general supervision of the Wastewater Superintendent, the selected candidate will coordinate a variety of programs and activities, including backflow prevention and cross-connection control, site inspections, customer support and regulatory enforcement when needed. The Water Protection Inspector works with the Water Protection Specialist to provide support for Cross-Connection Control, Industrial Pretreatment and the Fats, Oils, Grease Programs. The ideal candidate will possess strong communication skills, customer service skills and technical skills to communicate effectively with City staff, regulatory agencies, consultants, developers, contractors, commercial business owners and the general public. This position requires strong organizational skills in one or more functional areas including field and administrative responsibilities for maintaining and delivering program services, meeting regulatory compliance requirements and responding to customer requests. Successful candidate must have the desire and initiative to provide exceptional customer service, improve operating results, minimize delays and conflicts, and think "outside the box" to resolve problems and build critical relationships. QUALIFICATIONS: Education and/or Experience: High School Diploma or equivalent, two (2) years' experience in Water Distribution, Wastewater Treatment, and/or Industrial Pretreatment or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job. Licensing, Certification, and Other Requirements: ADEQ Grade 1 Water Distribution System Operator and Wastewater Treatment Plant Operator certifications are preferred or both must be obtained within one (1) year of hire. Both Grade II certifications must be obtained within 18 months of obtaining each Grade 1, or Grade II certifications must be obtained within one (1) year if hired with each Grade 1. Must possess or obtain within one (1) year of hire a Backflow Assembly General Tester Certification. ESSENTIAL DUTIES: Provide customer service to both internal and external customers. Create and present educational materials to members of the public, commercial and residential customers. Respond to inquiries, complaints and requests for information from public and private entities. Enforce regulations, policies, and procedures. Review building plans and perform site inspections for compliance with City Code. Recommend, and draft enforcement actions. Maintain a database of backflow prevention assemblies, testing companies and test reports utilizing the City's computer maintenance management system. Install, test, and repair backflow prevention assemblies. Communicate with regulatory agencies. Assist the Water Protection Specialist with the City's pretreatment program requirements. Develop and implement optimization efforts to streamline and enhance operational effectiveness and efficiency. Perform other duties as assigned. Skill in utilizing public relations techniques in the conduct of business. Skill in drafting reports, enforcement documents and permits. Skill in establishing and maintaining effective working relationships with State, Federal, and other local officials, elected officials, City staff, residents, and commercial business owners. Ability to evaluate and analyze technical reports. Ability to review plans and related documents. Ability to adapt to changing conditions, regulations and processes. Ability to interpret and follow OSHA and City safety standards including the use of hard hats, eyewear, footwear, and other personal protective equipment. Ability to work in confined spaces. Must possess strong communication skills, customer service skills and technical skills to communicate effectively with City staff, regulatory agencies, consultants, developers, contractors, commercial business owners and the general public. PHYSICAL DEMANDS AND WORKING CONDITIONS: Effectively and safely perform required duties and to safely operate required equipment and city vehicle as needed. Position requires walking and traversing uneven terrain at times in potentially adverse weather conditions for inspection purposes. Clearly, concisely and effectively communicate in person and over the telephone.
