POSITION SUMMARY:The Outpatient Behavioral Health Clinical Supervisor participates as a member of the Outpatient Behavioral Health Leadership Team. This position is responsible for the clinical supervision and operational oversight of integrated behavioral health providers, including substance use disorder/mental health and skill-building/peer support..
MINIMUM QUALIFICATIONS1. Master's Degree or above with licensure in the behavioral health field, QMHP certification, and meets OBLPCT and/or OBSW requirements for being an approved clinical supervisor2. Certified Alcohol and Drug Counselor in the State of Oregon level II, or III3. Must have a valid Oregon Driver's License4. Must pass a required criminal records background check5. Must adhere to the agency's non-discrimination policies6. Ability to effectively interact with co-workers, clients, and others with diverse ethnic backgrounds, religious views, political affiliation, cultural backgrounds, lifestyles, and sexual orientations and treat each individual with respect and dignity.ESSENTIAL DUTIES AND RESPONSIBILITIESClinical1. Participates as a member of the Outpatient Behavioral Health Leadership Team to integrate treatment and services into an effective co-occurring treatment model that focuses on health and wellness2. Provides weekly individual and group clinical supervision to mental health therapists (Qualified Mental Health Professionals) and skill builders (Qualified Mental Health Associates)3. Assures that evidence-based practices are taught and implemented and monitored to fidelity4. Initiates individualized developmental plans for each clinician to facilitate mastery of evidence-based practices, adherence to the fidelity of intervention used, and to build clinical skills continually5. Teaches, coaches, and mentors the professional development of each supervisee6. Provides 1:1 clinical case supervision to assure that each individual receives quality care and individualized treatment7. Observes individual, family, and group therapy sessions through review of recorded sessions or live observation8. Assures that culturally appropriate services are implemented and maintained9. Assures all program staff practice and are held to the highest ethical professional standards10. Ensures supervisees maintain professional relationship boundaries with clients, clinical supervisors, and other staff11. Communicates and integrates agency mission, goals, policies, and procedures into daily practice12. Conduct mental health assessments and mental health treatment plans for individuals referred from the Bureau of Prisons and Federal Pretrial and Probation systems13. Provide individual one on one mental health counseling sessions for Federal and Bureau of Prisons clients14. Coordinates with Probation, Parole, and Court representatives to meet objectives and continuity of care for their referred clients15. Prepare monthly reports for Fed clientsManagement1. Oversees planning and maintaining of systems that support the quality performance of program services2. Maintain staff work schedules including assignments, job rotations, training, vacations, and other PTO, coverage for absenteeism.3. Participation in the budgetary and financial responsibilities and activities of the department4. Participates as a member of the extended leadership team to integrate treatment and services into an effective continuum of care that focuses on health and wellness5. Works with the outpatient leadership team to establish clear and measurable program goals6. Monitors the productivity of each supervisee and supports supervisees in achieving productivity targets7. Participate in the maintenance of safety of facilities8. Signs off on clinical documentation for: intake assessments, service plans, DAP notes, and crisis plans for therapists and Behavioral Health Therapists, or where a behavioral health signature is required.Compliance1. Assures that department staff are held to the highest ethical professional standard2. Provides direction and participates in quality assurance reviews to ensure program compliance with rules and policies3. File review and supervision to include completion of clinical documentation as per policy and/or agency guidance.4. Communicates and integrates agency mission, goals, policies, and procedures into daily practice5. Assures security measures are taken to protect Individual Service Records per OAR's, 42 CFR Part 2, and HIPAA.6. Serve as a liaison between WF and other service agencies.7. Maintain a high level of ongoing knowledge and education regarding behavioral health services8. Complete necessary requirements to maintain licensure and certification.Complete any tasks assigned by the Deputy Director, and Executive Director.REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES1. Behavioral Health treatment best practices2. Uses a strength-based, trauma-informed model paradigm within the program3. Has knowledge, skill, and experience in evidence-based interventions including Motivational Interviewing, Cognitive Behavioral Therapy, and other trauma-informed treatment practices4. Has the ability to train, coach, mentor, observe, and monitor clinical staff to ensure that they are providing quality client services5. Initiates individualized developmental plans for each clinician to facilitate mastery of evidence-based practices, adherence to the fidelity of intervention used, and to build clinical skills continually6. Has the ability to train, monitor, and take appropriate actions to ensure that clinical staff meet the agency policies, procedures, and requirements of their position7. Has effective communication and problem-solving skills8. Has the ability to follow oral and written directions and to apply techniques for special needs9. Has knowledge of de-escalation methods10. Has flexibility in responding to changing needs and requirements11. Has the ability to work in an environment where people may be verbally hostile and/or abusive12. Effectively manages time and meets deadlines13.
