The Department of State (DoS) IBS Support Manager (ISM) position provides dedicated direct support to exploit and tailor IBS Enterprise capabilities to satisfy DoS data dissemination requirements. Support includes comprehensive IBS technical and system support to the DoS user community and decision makers with respect to all aspects of the IBS Enterprise. DoS operations rely on Near-Real-Time (NRT) delivery and understanding of the data types delivered by IBS in support of their time sensitive critical support to COM personnel and assets. The ISM role is to ensure IBS capabilities are understood by the DoS and that the data types delivered over this architecture contain the content necessary for DoSrsquos mission. These tasks require a firm understanding of the DSSCT mission, communication with the DoS, Combatant Command (CCMD) Information Management Element (IME), and the reach back of the IBS Enterprise Support team. Frequent interaction with the Global IBS Support Center (GIBSSC), various system engineers and Joint Service users will be required to request processing, troubleshooting and resolving issues. This position does require travel to both CONUS and OCONUS locations. The amount of travel does fluctuate depending on DoS requirements historically the ISM has traveled about 2 ndash 3 times per year for approximately one week duration each trip. Depending on the location, the ISM may be required to attend a Foreign Affairs Counter-Threat (FACT) Training Course. The Diplomatic Security (DS) Security Communications Tracking (SCT) section requires subject matter expertise (SME) related to the Integrated Broadcast Service (IBS) including systems engineering, technical advice, training support, IBS and tracking community outreach, and other support as directed by the SCT Section Chief. REQUIREMENTS MINIMUM QUALIFICATIONS Security Clearance MUST have a minimum of TSSCI clearance Team mission success oriented Strong sense of ownership, urgency, and drive Excellent analytical skills Excellent communication skills Experience in training and briefing, with an emphasis on explaining complex technical processes to senior leaders Experience with intelligence production systems and mission support KEY DESIRED EXPERIENCE Project development and leadership skill are preferred Minimum of 5 years' experience with IBS as a consumer, producer, and trainer Experience with DoS Diplomatic Security (DS) Security Communications Tracking (SCT) section andor Joint Service intelligence systems and mission support Excellent analytical skills, coupled with a strong sense of ownership, urgency and drive Excellent communication skills, both oral and written Extensive knowledge and experience working with various operating systems Professional work experience in analyzing computer hardware and software Ability to work with various departments to facilitate the orderly execution of a proposed project plan Mission Essential considers all applicants without regard to race, color, religion, sex, sexual orientation, gender identity, national origin, disability, or veteran status.
